Wendy was quick to remind me about her Valentine's Day present of February 2010. She definitely nominates it for the NOB-HI trophy. As it is aptly described on toiletseatstyle:

A heated toilet seat is a luxury not considered seriously until you have the unfortunate experience of needing to go to the bathroom in the middle of a cold winters night.

The sudden shock of coming into contact with a cold seat can sometimes be startling enough to temporarily block your ability to go at all. Likewise, if you need to remain seated for any length of time, your body heat can be drained through the seat itself leaving you with an unpleasant experience.
